In short, no. You do not need to fit underlay with vinyl flooring. Most already come with a fabric backer, and almost all are heavy enough to feel cushioned underfoot, so there is no need for underlay. 

Can I fit Underfloor Heating with Vinyl Flooring?

Yes, you can fit both electric and water fed underfloor heating systems under vinyl flooring. However, as with most modern flooring the temperature mustn't exceed 27°

Can Vinyl Flooring Be Repaired?

You can repair vinyl flooring with a specialist repair kit and the right seam liquid sealer. You'll need to clean the affected floor thoroughly and apply - this will fix any minor scratches or imperfections. For more serious damage, including burns, you will need to cut out the affected area then refinish. You can achieve an almost invisible repair, so there is no need to panic. You certainly don't need to replace the whole floor.
